During the Pacific Asia Travel Association (PATA) Annual Summit 2025, an influential new report titled The Evolving Tourism Workforce: Human Capital Development in APAC made its debut, providing a comprehensive examination of workforce issues facing the Asia-Pacific tourism sector.

Spanning the public and private sectors, academia, and youth organizations, the report delves into the state of human capital across the region’s diverse tourism landscape. It highlights systemic gaps, while presenting actionable recommendations and inspiring case studies designed to empower the next wave of tourism professionals.

As the industry continues its post-pandemic rebound, the report underscores the importance of adapting workforce strategies to support a younger, more digitally-savvy generation entering the labor market. It emphasizes building a more resilient, inclusive, and future-ready tourism workforce.

Major Workforce Issues Highlighted:
Difficulty in attracting fresh talent into the tourism industry

Persistent employee turnover and low retention

Growing mismatch between industry needs and available skillsets, especially in digital and sustainable practices

Fragmentation between educational programs and real-world tourism employment demands

The report calls for cross-sectoral partnerships between educational institutions, government bodies, and tourism operators to bridge these gaps and align training with on-the-ground expectations.

Notable Insights from the Report:
A recurring disconnect between the objectives of education, government, industry, and youth communities

Inadequate dialogue between public and private sectors, leading to fragmented workforce policies

Youth often perceive themselves as prepared for tourism careers, while industry feedback indicates otherwise, revealing a critical misalignment

While many workers are passionate about the sector, they remain vulnerable to poor working conditions and exploitation without adequate protections

The research process began in January 2024 and involved extensive stakeholder interviews, large-scale surveys, and cross-industry data analysis. The findings were presented during a special session titled Unlocking Potential: Insights from PATA’s Latest Human Capital Report.

This report now stands as one of the most in-depth regional studies ever conducted on human capital in the tourism industry and is poised to influence future policy, training programs, and collaboration models across Asia Pacific.
